Global Support and Development (GSD) is seeking a qualified evaluator to support the final evaluation of the Haiti Information Management (IM) project. The selected evaluator will lead field-level qualitative data collection across regional hubs in Haiti. Key tasks include adapting and translating primary qualitative tools into Haitian Creole, conducting Key Informant Interviews (KIIs) with the Directorate General of Civil Protection (DGPC) national and departmental leadership and external actors, leading Focus Group Discussions (FGDs) with trained field volunteers, providing localized contextual analysis, co-facilitating validation workshops, and supporting evaluation dissemination.

Proposals submitted by individual contractors will not be accepted. GSD is only able to consider evaluators who are from a registered firm or company, including LLCs.

• Evaluation Overview

GSD and the Directorate General of Civil Protection (DGPC) of Haiti have collaborated for two years on a strategic, innovative, Information Management (IM) initiative designed to help further modernize Haiti’s national and departmental disaster preparedness and rapid response capabilities.

Delivered from May 2024 through July 2026, the project transitions contingency planning and post-disaster damage/needs assessment (EDAB) workflows from paper models into a unified, digital, real-time Information Management System. Key achievements include operationalizing the National Contingency Plan (NCP) Dashboard, digitizing EDAB questionnaires into Kobo Tool and Tableau, training 295 field volunteers across 10 departments, and deploying digital tools during Hurricane Melissa.

To realize these evaluation priorities, GSD is hiring an experienced Haitian evaluator, fluent in Haitian Creole, French, and English, and ideally currently residing in Haiti to lead in-country data collection, engage with key stakeholders, conduct data analysis, and feed into the overall evaluation.

2. Objective and Scope of Work

The primary objective of the Evaluation Vendor is to lead field data collection in Port-au-Prince and selected Administrative Departments in Haiti, ensuring robust stakeholder engagement with DGPC national and departmental leads, field volunteers, international & local partners, and other key stakeholders.

While the GSD PQM Team retains the overall responsibility for evaluation design and management, the vendor will adapt, translate, and execute data collection, transcribe field data, facilitate validation sessions, and contribute to reporting and dissemination.

3. Specific Tasks and Responsibilities

The Evaluation Vendor will work closely under the supervision of the GSD Evaluation Team Lead. Responsibilities are structured by evaluation phase:

Phase 1: Desk Review, Tool Adaptation &amp

• Localization (Late September 2026)

• Review key project documentation, including monitoring reports, volunteer training logs, dashboard outputs, and Hurricane Melissa deployment data, to inform tool design, contextualize field findings, and support data triangulation.
• Collaborate with the Evaluation Team to adapt qualitative data collection guides (KII and FGD protocols), and ensure they are culturally sensitive, contextually appropriate, and accurately translated into Haitian Creole and/or French.
• Coordinate field logistics, schedule interview dates/venues, and establish contact with DGPC departmental focal points and volunteer team leaders across sampled regions.

Phase 2: Field Data Collection (Late September - mid October 2026)

• Conduct primary qualitative data collection, including approximately 9 in-person/remote Key Informant Interviews (KIIs) with DGPC leadership (Director General, Planning Directors, Communications leads), and selected departmental leads.
• Lead approximately 4 regional Focus Group Discussions (FGDs) with field volunteers selected from the pool of 295 trained DGPC volunteers, in accordance with the sampling plan.
• Conduct KIIs with local, regional and international partner representatives in Port-au-Prince (UN OCHA, IOM, World Bank, CDEMA, Line Ministries) as designated.
• Facilitate additional KIIs or FGDs if pre-authorized in writing by the Evaluation Team Lead to reach data saturation or investigate emergent findings.
• Utilize offline-capable mobile survey forms (KoboCollect) or secure audio recording (with explicit consent) to capture qualitative responses, ensuring strict data security and interviewee confidentiality.

Phase 3: Data Synthesis, Validation, &amp

• Reporting (Mid October - Mid November 2026)

• Clean, transcribe, and translate Creole/French qualitative field data into structured English summaries organized by evaluation objective and evaluation questions aligned with the Evaluation Matrix. Perform basic quantitative processing of survey data and related metrics as needed to support evaluation findings.
• Provide context-specific qualitative coding and insights explaining key drivers, implementation bottlenecks, field connectivity constraints, and security factors affecting system adoption.
• Participate in and co-facilitate the Findings &amp

  • Recommendations Validation Workshops with GSD and DGPC teams.

• Contribute to draft 0 and draft 1 of the Evaluation Report to verify that field findings and local context are accurately represented.

Phase 4: Dissemination Support (Late November 2026)

• Translate the final Executive Summary, including recommendations into Haitian Creole for dissemination to DGPC national and departmental leadership.
• Develop dissemination briefing and slide deck.
• Co-present field findings during dedicated DGPC and local partner debriefing sessions.

5. Required Qualifications &amp

• Competencies

• Education Background: Advanced university degree (Master’s preferred) in Evaluation, Social Science, Disaster Risk Management, Public Administration, Development Studies, or a related field.
• Evaluation Experience: Minimum 7 years of proven experience conducting qualitative and quantitative evaluations and leading field assessments, or research studies in Haiti and/or similar contexts.
• Local Knowledge &amp

  • Networks: Deep understanding of Haiti’s institutional disaster management structures (DGPC central and departmental dynamics), local administrative systems, and current operational/security realities.

• Technical Familiarity: Prior experience evaluating Information Management, digital surveys, GIS, or disaster response systems is highly desirable.
• Language Proficiency: Native/fluency in Haitian Creole and French (oral and written), alongside proficiency in English.
• Experience in disaster risk management, civil protection, or emergency response is an asset.
• Hands-on expertise with digital mobile data collection tools for field-level data entry and offline synchronization.
• Demonstrated experience in qualitative transcription/translation, thematic coding, and basic descriptive analysis (e.g., analyzing survey frequencies and basic metrics).
• Familiarity with Haitian public sector or local governance dynamics (direct experience with DGPC is an asset).
• Strict commitment to evaluation ethics, informed consent, data protection, and do-no-harm principles.

6. Evaluation &amp

• Selection Criteria

Proposals will be evaluated using a 70% Technical / 30% Financial weighted scoring model:

  • Experience (7+ years experience leading field evaluations, qualitative interviews, and FGDs in Haiti; expertise in disaster management or IM systems): 35 Points

• Methodological Approach &amp

  • Quality (Quality of the proposed field execution plan, risk mitigation strategy for security/connectivity, and field data quality assurance mechanisms): 20 Points

• Language &amp

  • Local Knowledge (In addition to English, native/bilingual fluency in Haitian Creole and French demonstrated networks across DGPC and departmental hubs): 15 Points

• Financial Proposal (Cost realism, competitiveness of daily rates, and clear breakdown of field operational costs): 30 Points

7. Terms and Conditions

All proposals shall remain valid for a minimum of 90 days from the submission deadline. GSD reserves the right to accept or reject any or all proposals without obligation to provide rationale. The successful vendor must comply with all applicable laws, institutional procurement rules, and confidentiality requirements.

The issuance of this RFP does not constitute a commitment to award a contract. Costs associated with the preparation and submission of proposals are solely the responsibility of the vendor and will not be reimbursed by GSD.
